Founded in 2013, International Ocean Vessel Technical Consultant Co. Ltd (IOVTEC), a local survey company that was originally engaged in geophysical and geographic survey services, has gradually expanded the business scope and also entered the offshore wind industry in Taiwan. IOVTEC is the first marine engineering company in Taiwan, that takes the first step towards offshore wind industry.
IOVTEC Co., Ltd. is the first survey company, that steps into offshore wind industry with diversified development. We have accumulated many years of experience in cooperating with public and private institutions at home and abroad. In 2020, we decide to transform into offshore wind power integrated service group – International Ocean Group (IOG). The purpose of the transformation is not only to cultivate local offshore wind talents and thus realize the vision of industrial localization, but also to introduce foreign technology and knowledge. We make efforts to drive Taiwan become the offshore wind power development base in Asia.
International Ocean Group stated that the offshore wind power industry that has emerged in recent years not only requires a high degree of expertise, but also covers a wide range of fields. However, foreign companies and technical personnel are still the main industry players. Therefore, the International Ocean Group actively integrates with the world’s projects and strives for cross-field cooperation, including the establishment of a joint venture with European wind farm maintenance expert CWind UK in 2018 to establish CWind Taiwan (CWind Taiwan), and it was entrusted to become Taiwan’s first wind farm operation and maintenance project. A service provider to assist Taiwan’s first wind farm “Ocean Wind Farm” (Formosa 1) in water operation and maintenance operations. In 2020, it will establish a joint venture with the Dutch earth engineering company Fugro to establish Fugro IOVTEC (Fugro IOVTEC) to expand cooperation with world-class professional companies in Europe.
International Ocean Group’s achievements in undertaking wind farms and maritime engineering, in addition to the ocean wind farm, the other nine wind farms in Taiwan, including Taoyuan Liwei Wind Farm, Haineng Wind Farm, Da Changhua Southeast Wind Farm, Da Changhua Southwest Wind Farm , Hailong Wind Farm, Zhangfang Wind Farm, West Island Wind Farm, Taipower Wind Farm, Zhongneng Wind Farm and Yunneng Wind Farm, all have the footprint of the investment of International Ocean Group.
In addition to assisting in personnel transportation, geophysical surveys, geological drilling surveys, and marine meteorological surveys during the construction period of the wind farms, the first commercial-transferred wind farm-the marine wind farm, implemented the first post-commercial maintenance maintenance in Taiwan’s history. Transportation contracts; these processes not only promote the localization of large ships and equipment, but also introduce the latest technologies in international maritime surveying and maintenance.
Introducing wind power training courses to train local talents. I feel that Taiwan is facing a shortage of local offshore wind power talents. In addition to being in line with international standards, International Ocean Group has also cooperated with Taiwan Port Corporation, China Steel, and Taiwan International through Taiying Wind Power. Public and private enterprises such as Shipbuilding, Taiwan Electric Power Company and Shangwei New Energy jointly established Taiwan International Windpower Training Corporation Ltd (TIWTC).
In addition, in response to industry training needs, professional training courses for developers, wind turbine manufacturers, wind farm maintenance operators, etc. will be provided. In the future, GWO advanced first aid training, GWO advanced rescue training, equipment inspection and other training will also be offered successively. Provide complete training courses for domestic offshore wind power workers, so that wind power technology can be localized. TIWTC stated that as the operation is gradually on track, the number of trainees has increased continuously, and it has become the first unit in GWO Asia-Pacific region in terms of the number of certificates issued throughout 2020.
With the diversified development of its subsidiaries, in early 2020, IOVTEC announced that it will cooperate with Cwind Taiwan, Taiwan Wind Energy Training Co., Ltd. (TIWTC) and Fugro IOVTEC Co., Ltd. Carried out the first rebranding to create the International Ocean Group (IOG).
In the LOGO design, in order to convey the group’s emphasis on knowledge, trust and professionalism, dark blue was chosen as the main brand color; and the three letters of IOG were interspersed with the waveform of the ocean, representing the integrators of the offshore wind power supply chain. Integrated services from early exploration, mid-term construction to later maintenance.

Through this remodeling and integration, the International Ocean Group with a new brand and new LOGO will strengthen the brand positioning of its joint venture companies while developing wind power operations in multiple ways.
